José L.S. Perez Gabilondo assumed the position of minister, deputy chief of mission on Oct. 30, replacing Daniel Chuburu, who departed the post on July 30.

Jorge Lopez Menardi assumed the position of counselor on Nov. 30.

José L. Sutera departed the post of counselor on Sept. 30.

Ignacio L. Torterola assumed the position of second secretary on Sept. 18.

Armenia
Armela Shakarian assumed the position of first counselor on Dec. 1.

Armen Yeganian departed the post of counselor on Nov. 30.

Canada
Sally Southey assumed the position of minister counselor (public affairs) and deputy head of the Washington Advocacy Secretariat in September, replacing Terry Colli.

Cape Verde
Margareto Chantre Lima departed the post of second secretary on Oct. 18.

Emanuel Henrique Duarte assumed the position of first secretary on Nov. 25.

France
François Rivasseau assumed the position of deputy chief of mission on Nov. 24, replacing Denis Pietton, who departed the post on Oct. 28 to become the French ambassador to South Africa. Rivasseau previously served as ambassador and permanent representative to the Conference on Disarmament in Geneva (2003-06), as well as deputy spokesman (1998-2000) and spokesman (2000-03) of the French Ministry of Foreign Affairs.

Mongolia
Sukhbaatar Altantsetseg departed the post of second secretary in July.

Sambuu Dawadash assumed the position of second secretary and press affairs officer on Aug. 24.

Gonchig Ganbold assumed the position of general consul in September.

Sodnom Ganbold departed the post of trade and economic attaché in September.

Gonchig Seseer departed the post of head of the Consul Department in August.
