Appointments - February 2009 Nepal Col. Shamsher Thakurathi assumed the position of military attaché on Dec. 23, replacing Col. Hemanta Raj Kunwar, who departed the post Dec. 24. Thakurathi has participated in various U.N. missions, including as a platoon commander in the U.N. Interim Force in Lebanon (UNIFIL) and as a military observer in the former Yugoslavia. Peru Luis Chang assumed the position of minister counselor on Jan. 19.
