Appointments - April 2006



Argentina
Luciano Tanto Clement assumed the position of second secretary on Dec. 1, after having served for five years at the nuclear desk of the Department of International Security, Nuclear and Space Affairs in the Ministry of Foreign Affairs.

Marcelo Massoni departed the post of first secretary on Nov. 1 to serve as undersecretary of commercial affairs at the Ministry of Foreign Affairs.


Bahrain
Salah Alayadhi assumed the position of second secretary responsible for political issues and Congress in September.

Yasser Shaheen departed the post of deputy chief of mission in January, transferring to Geneva.


Bolivia
Jaime Aparicio departed the post of ambassador on March 4 (see February 2006 cover of The Washington Diplomat).

Brunei
Salmaya Rahayu Salleh assumed the position of second secretary on Feb. 13, replacing Megawati Manan, who departed the post on Feb. 23.

Canada
Michael Wilson was appointed ambassador of Canada to the United States on March 10. Ambassador Wilson previously served as chairman of UBS Canada, an operating division of UBS AG—one of the world’s leading financial institutions. He oversaw all UBS operations in Canada, which included the investment bank, pension fund management and wealth management businesses. Prior to joining UBS in July 2001, Ambassador Wilson was responsible for RBC Financial Group’s institutional asset management business, also serving as vice chairman of RBC Dominion Securities. In 1979, Ambassador Wilson was elected to the House of Commons, and in 1984, he was appointed finance minister, remaining in that role until May 1991, after which he became minister of industry, science and technology, as well as minister for international trade. Prior to his career in public life, Ambassador Wilson’s career was in investment banking, serving as director of a number of companies, including BP P.L.C. and Manulife Financial. Ambassador Wilson, who is an officer of the Order of Canada, holds honorary degrees from the University of Toronto and York University.

Nauru
Marlene Inemwin Moses became ambassador of Nauru to the United States on Feb. 10. Ambassador Moses previously served as deputy permanent representative and permanent representative to the United Nations (2003-05), and chief secretary and public service commissioner of Nauru, as well as secretary to the cabinet (2003). In addition, she was permanent secretary for both health and medical services (2000-03) and for internal affairs (1999-2000), as well as assistant director in the Department of Foreign Affairs (1996-99). Ambassador Moses also served as consul-general in Melbourne, Australia (1995-96) and Auckland, New Zealand (1991-95), and as consul in Tokyo (1988-90), before which she was a foreign affairs officer in the Department of Foreign Affairs (1983-87). Ambassador Moses studied at Monash University and the Canberra College of Advanced Education, both in Australia.

Pakistan
Muhammad Akram Shaheedi assumed the position of press counselor on Jan. 11, replacing Talat Waseem, who departed the post on Dec. 24 to direct the Press Information Department at the Ministry of Information and Broadcasting in Pakistan. Shaheedi previously served as director-general of the Press Information Department at the Ministry of Information and Broadcasting.

Uganda
Charles Ssentongo assumed the position of minister counselor, deputy chief of mission on Jan. 19, replacing

Joseph Kahiigwa, who departed the post on Jan. 15 to serve in Uganda’s High Commission in Ottawa, Canada. Ssentongo previously served in Uganda’s High Commission in Tanzania.

Vietnam
Cuong Nguyen assumed the position of press attaché on Oct. 18, having previously served as a press officer in the Press and Information Department at the Ministry of Foreign Affairs.
