Belarus
• Zhuravlev Aleksandr assumed the position of counselor on Aug. 25. Aleksandr, born in 1959, previously served in the Embassy of Belarus in China.

Bolivia
• Roberto Barbery departed the post of deputy chief of mission on Aug. 30.
• Raul Barrios assumed the position of minister on July 1.

Denmark
• Morten Baek-Soerensen assumed the position of first secretary (economics) on Sept. 1, replacing Casper S. Nervil, who departed the post on Sept. 1.
• Mads Hansen assumed the position of first secretary (political) on Sept. 1, replacing Christina M. Lassen, who departed the post on Sept. 1.
• Per Jan Larsen assumed the position of brigadier general on Oct. 1, replacing Jens Priius Autzen, who departed the post on Oct. 1.
• Arne B. Lauritsen departed the post of consul and attaché on Sept. 1.

Finland
• Helena Partanen assumed the position of minister-counselor for political and military affairs on Aug. 1, replacing Olli-Pekka Jalonen, who departed the post in July.

Hungary
• Andras Dekany departed the post of counselor on July 31.
• Maria Vass assumed the position of first secretary on Aug. 16. Vass previously served as head of the Atlantic Section in the Security Policy Department (2003-04) and head of the Partnership Section in the NATO Department at the Ministry of Foreign Affairs (2002- 03), as well as third secretary to the Hungarian delegation to NATO in Brussels (1998-2002) and desk officer in the NATO Department at the Ministry of Foreign Affairs (1997-98).

Latvia
• Marika Selga assumed the position of first secretary on Sept. 1.
• Marius Selga assumed the position of deputy chief of mission on July 23. Selga previously served as director of the 2nd Bilateral Relations Department at the Ministry of Foreign Affairs.

Lithuania
• Raimondas Alisauskas departed the post of first secretary on Sept. 30.
• Renata Alisauskiene departed the post of third secretary on Aug. 30.
• Kormeliya Jurgaitiene assumed the position of deputy chief of mission on Aug. 30, replacing Renatas Norkus, who departed the post on Aug. 30. Jurgaitiene previously served as ambassador to Norway.
• Sigita Kavaliunaite assumed the position of counselor on Sept. 30. Kavaliunaite previously served as head of the Americas Division (2003-04) and counselor of the Export Promotion Division (2001-03) at the Ministry of Foreign Affairs, as well as a counselor at the Lithuanian Embassy in London.
• Gabriele Klimaite assumed the position of attaché (consular matters) on Aug. 30. Klimaite previously served as an attaché at the Consular Department of the Ministry of Foreign Affairs.
• Col. Romas Petkevicius assumed the position of defense, military, naval and air attaché on Aug. 23, replacing Lt. Col. Gediminas Grina.
• Sandra Smaidryte departed the post of second secretary in August.
• Zana Tarasevic assumed the position of second secretary on Sept. 6.
• Vaidas Taucius assumed the position of head of chancery on Aug. 2, replacing Marius Petrusomis, who departed the post on Aug. 2.

Macedonia
• Col. Zlatko Onchevski assumed the position of defense, military and air attaché on Sept. 1, replacing Col. Bogoslav Leskarovski, who departed the post on July 4.

Nambia
• Dudley Delie assumed the position of second secretary in July, replacing Koneka Mayumbelo, who departed the post in June. Delie previously served as second secretary to the Namibian Embassy in Russia (1997-2001).

Slovak Republic
• Stella Kukuckova assumed the position of first secretary of Sept. 1, replacing Igor Otcenas, who departed the post on Aug. 31.

Spain
• Carlos Westendorp y Cabeza assumed the position of ambassador of Spain to the United States on Aug. 12. Ambassador Westendorp, who joined the Spanish Diplomatic Service in 1966, previously served as a member of the Autonomous Community of the Madrid Parliamentary Assembly (2003-04), a member of the European Parliament (1999-2003), and high representative for the implementation of the peace agreement in Bosnia and Herzegovina (1997-99). In addition, he has served as his country’s permanent representative to the United Nations (1996-97), minister of foreign affairs (1995-96), as well as various posts for the European communities, including state secretary (1991-95), permanent representative (1985-91), president executive of the Board for the Relations with the European communities (1983-85) and secretary-general (1985). Ambassador Westendorp has also served as head of the Commercial Office of the Spanish Embassy at the Hague (1975-79), head of the Technical Cabinet of the Ministry of Industry (1974-75), director of economic studies at the Diplomatic School in Madrid (1969-70), and consul at the Spanish Consulate General in São Paulo (1966-69).
