Appointments - December 2003

Austria

• Eva Nowotny became ambassador of Austria to the United States on Sept. 22. Ambassador Nowotny previously served as director-general of European integration and economic affairs at the Ministry of Foreign Affairs (1999-2003), ambassador to the United Kingdom (1997-99) and to France (1992-97), and foreign policy advisor to the federal chancellor (1983-92). In addition, she was a first secretary at the Cultural Institute of the Austrian Embassy in Egypt (1975-78) and a counselor in the Austrian Permanent Mission to the United Nations, where she also served as vice president of the Special Political Committee of the 36th General Assembly (1978-83). Ambassador Nowotny holds a doctorate in history and German from the University of Vienna and is married to Thomas Nowotny.

Cyprus
• Euripides L. Evriviades became ambassador of Cyprus to the United States on Oct. 31. He holds concurrent accreditation to Brazil and is the high commissioner of Cyprus to Canada, Guyana, Jamaica, the Bahamas and Barbados. In addition, Ambassador Evriviades will serve as permanent representative to the International Civil Aviation Organization, permanent observer to the Organization of American States, and the official representative to the World Bank and International Monetary Fund. Ambassador Evriviades previously served as ambassador to the Netherlands (2000-03) and to Israel (1997-2000), in addition to holding senior positions at Cypriot embassies in Libya, Russia and Germany. After joining the Foreign Service in 1976, Ambassador Evriviades initially served as vice-consul (1976-78) and consul (1978-82) at the Cyprus Consulate General in New York, and he was also accredited as first secretary to the Cyprus Permanent Mission to the United Nations (1976-80). Ambassador Evriviades holds a master 46;s degree in public administration from the John F. Kennedy School of Government at Harvard University and a bachelor’s degree in business administration from the University of New Hampshire. He is married to Anastasia Iacovidou-Evriviades.

Ireland
• Caitriona Doyle assumed the position of political first secretary on Sept. 1.

• Josephine Doyle assumed the position of administrative attaché on Oct. 1, superseding Anthony O’Connor, who departed the post on Sept. 26.

Jordan
• Samer A. Dabbas assumed the position of second secretary on Oct. 1. Dabbas previously served as a diplomat in the Ministry of Foreign Affairs.

Macedonia
• Goce Georgievski departed the post of deputy chief of mission on Aug. 31.

• Paskal Stojceski assumed the position of first secretary on Sept. 1.

Mexico
• Jacob Prado assumed the position of counselor for Latino affairs on Nov. 3. Prado previously served as the deputy consul of Mexico in Philadelphia, Austin and Vancouver, Canada.

Slovak Republic
• Rastislav Kacer became ambassador of the Slovak Republic to the United States on Sept. 8. Ambassador Kacer previously held the position of state secretary at the Ministry of Defense (2001-03), as well as various postings within the Ministry of Foreign Affairs, including director-general of the Division of International Organizations and Security Policy (1999-2001), director of the Department of Analysis and Planning (1998-99), liaison officer to the NATO Headquarters in Brussels (1994-98), and head of the Analytical Unit in the Department of Analysis and Planning (1994). Prior to that, he worked as a research fellow at the Research Center of Animal Production from 1989 to 1991. Ambassador Kacer hold’s a master’s degree from the Slovak Technical University, and he has studied at the Institute of International Relations, School of Law, at Commenius University in Bratislava, the Research Center T.N.O Delft in the Netherlands, and the Institute of International Relations at the University of Leeds in the United Kingdom. Ambassador Kacer speaks English, French and Russian. He is married to Otilia Kacerova and has two children.
